Zhou Guofu (; born July 1945) is a Chinese politician who served as chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) from 2007 to 2011. He previously served as deputy secretary of the Chinese Communist Party Zhejiang Provincial Committee, secretary of the Chinese Communist Party Zhejiang Provincial Commission for Discipline Inspection, secretary of the Politics and Law Commission of the Chinese Communist Party Zhejiang Provincial Committee, and head of the Organization Department of the Zhejiang Provincial Committee. After leaving provincial office, he served as deputy director of the Committee on Culture, Historical Data and Studies.
Biography Zhou was born in July 1945 in Zhuji, Zhejiang. He graduated from the Department of Agronomy at Zhejiang Agricultural University in 1967 and remained at the university awaiting assignment before beginning work in 1968. He joined the Chinese Communist Party in June 1972.
Zhou began his career as an agricultural technician in Yiwu, Zhejiang. Between 1976 and 1978, he served as a member of the Chinese agricultural expert mission to Chad. After returning to China, he became deputy director of the Agricultural Technology Division of the Zhuji County Agricultural Bureau before being appointed vice magistrate of Zhuji County in 1981.
He entered provincial-level leadership in the 1980s, serving as head of the Organization Department of the Shaoxing Municipal Committee of the CCP and later as deputy head of the Organization Department of the Chinese Communist Party Zhejiang Provincial Committee. In 1988, he became Communist Party Secretary of Huzhou, overseeing the city's Party affairs until 1991.
From 1991 to 1995, Zhou served in the Xinjiang Uyghur Autonomous Region, where he was a member of the Standing Committee of the regional Party committee and head of its Organization Department. He returned to Zhejiang in 1995 as head of the Organization Department of the Zhejiang Provincial Committee.
In December 1998, Zhou was promoted to deputy secretary of the Chinese Communist Party Zhejiang Provincial Committee and concurrently served as secretary of the provincial Politics and Law Commission. From 2003 to 2006, he also served as secretary of the Chinese Communist Party Zhejiang Provincial Commission for Discipline Inspection, overseeing Party discipline and anti-corruption work in the province.
In March 2007, Zhou was elected chairman of the Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, serving until January 2011. In 2011, he became deputy director of the Committee on Culture, Historical Data and Studies of the Chinese People's Political Consultative Conference National Committee, where he served on the National Committee of the Chinese People's Political Consultative Conference.
Zhou was a delegate to the 16th National Congress of the Chinese Communist Party and the 17th National Congress of the Chinese Communist Party, and a member of the 11th National Committee of the Chinese People's Political Consultative Conference.
