Liu Xin

Liu Xin (; born January 1965) is a Chinese politician and engineer who is currently a vice chairman of the Zhejiang Provincial People's Congress and chairman of the Zhejiang Federation of Trade Unions. He is a member of the Chinese Communist Party and previously served as Mayor of Hangzhou, vice governor of Zhejiang, mayor of Mudanjiang, Party Secretary of Mudanjiang, and mayor of Changchun.

Biography

Liu was born in Xi'an, Shaanxi, in January 1965. He enrolled at the Taiyuan Institute of Machinery (now North University of China) in 1983, majoring in automatic control, and graduated in 1987. He subsequently joined the faculty of the former Harbin Shipbuilding Engineering Institute, where he taught in the Department of Electronic Engineering. During this period, he completed part-time postgraduate studies in communication and electronic systems, receiving a Master of Engineering degree in 1992. He later earned a Doctor of Engineering degree in navigation, guidance and control from Harbin Engineering University in 2003 while studying on a part-time basis.

After holding a number of administrative positions at Harbin Engineering University, including deputy director of its Foreign Affairs Office and director of the university office, Liu was appointed deputy director of the administrative committee of the Harbin High-Tech Industrial Development Zone in 2001. He later served concurrently as deputy director of the Harbin Economic and Technological Development Zone.

In June 2005, Liu became deputy Party secretary and district mayor of Pingfang District, Harbin. He was promoted to Party secretary of the district in 2008 and, from 2009, concurrently served as Party secretary of the Harbin Economic and Technological Development Zone. In 2012, he entered the municipal leadership of Harbin as a member of the Standing Committee of the Communist Party committee.

Liu was transferred to Mudanjiang in late 2013, becoming deputy Party secretary and acting mayor before formally assuming the mayoralty in January 2014. In September 2016, he was promoted to Communist Party secretary of Mudanjiang and, in January 2017, also became chairman of the Standing Committee of the Mudanjiang Municipal People's Congress.

In January 2018, Liu was appointed vice governor of Heilongjiang, while briefly retaining his post as Party secretary of Mudanjiang. Later that year, he was transferred to Jilin, where he became deputy Party secretary and acting mayor of Changchun, and was elected mayor in January 2019.

Liu was transferred to Hangzhou in April 2020 as deputy Party secretary of the municipal Party committee, acting mayor, and secretary of the municipal government's Party Leadership Group. He was formally elected mayor later that month and remained in office until November 2022, when he was appointed vice governor of Zhejiang. In January 2023, Liu was elected vice chairman of the Zhejiang Provincial People's Congress.

Liu is a member of the 15th Committee of the Chinese Communist Party Zhejiang Provincial Committee, a deputy to the 14th Zhejiang Provincial People's Congress, and has served as a member of the presidium of the 17th and 18th Executive Committees of the All-China Federation of Trade Unions.
