Born 1965. Liu Guangyuan is a Chinese diplomat.

Liu Guangyuan (; born 1965) is a Chinese diplomat and politician. He served as deputy director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region from 2023 to 2026. Previously, he was Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong Special Administrative Region from 2021 to 2023. During his diplomatic career, he also served as Ambassador of China to Kenya and Poland.

Biography

Liu was born in 1965 in Huaiyang District, Henan. He graduated from the Department of Foreign Languages of Zhengzhou University in 1986 and entered the Ministry of Foreign Affairs of the People's Republic of China the same year. After completing diplomatic training, he worked in the Ministry's Department of African Affairs before being posted to the Chinese embassies in Ghana and Nigeria, where he served in a series of diplomatic positions.

From 1994 to 2000, Liu worked in the Ministry's Department of Personnel, successively serving as third secretary, deputy division director, and division director. In 2000, he was appointed deputy consul general at the Chinese Consulate General in San Francisco. He returned to Beijing in 2002 as deputy director-general of the Department of Personnel, and in 2003 concurrently served as director of the Foreign Ministry's Training Center.

In 2007, Liu was appointed minister at the Chinese Embassy in the United States. In September 2010, he became Ambassador of the People's Republic of China to Kenya. During his tenure, he also served concurrently as Permanent Representative of China to the United Nations Environment Programme and the United Nations Human Settlements Programme.

Liu returned to Beijing in 2014 to serve as director-general of the Department of External Security Affairs of the Ministry of Foreign Affairs. In March 2018, he was appointed Ambassador of China to Poland, succeeding Xu Jian.

In May 2021, Liu became Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, succeeding Xie Feng. In July 2023, he was appointed first-ranked deputy director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region, while concurrently relinquishing his position as commissioner of the Foreign Ministry in Hong Kong.

In May 2026, the State Council of the People's Republic of China removed Liu from his post as deputy director of the Liaison Office upon reaching the mandatory retirement age.
