Lin Yinghai (; February 1932 – 2 December 2014) was a Chinese politician who served chairman of the Henan Provincial Committee of the Chinese People's Political Consultative Conference from 1993 to 2003.
Lin was a representative of the 13th, 14th, 15th, 16th, 17th, and 18th National Congress of the Chinese Communist Party. He was appointed secretary of the Henan Provincial Discipline Inspection Commission in August 1984 and was admitted to member of the CCP Henan Provincial Committee, the province's top authority.
On 2 December 2014, Lin died in Zhengzhou, at the age of 82.
