He was an alternate of the 19th Central Committee of the Chinese Communist Party.
Biography He was born in Heilongjiang, in April 1966, and graduated from Jilin Polytechnical University (now Jilin University) in 1989. In 2002, he received a master's degree in industrial engineering from Beijing University of Technology.
