Career Delaney served as justice of the peace in the 1930s and 1940s. He was a Democrat. He ran for the 4th district seat in the U.S. House of Representatives in 1942, but lost to Melvin Maas. He served as mayor of St. Paul, Minnesota, from 1948 to 1952. He was a member of the board of commissioners of Ramsey County. He lived on Portland Avenue in St. Paul. He was buried at Resurrection Cemetery.
