Bai Qingcai (; November 1932 – 6 November 2016) was a Chinese politician who served as governor of Shaanxi from 1990 to 1994 and party branch secretary of the from 1995 to 1997. Prior to that, he served as vice governor of Shanxi.
He was a representative of the 13th National Congress of the Chinese Communist Party and a member of the 14th Central Committee of the Chinese Communist Party.
He joined the Communist Youth League of China in June 1949, and joined the Chinese Communist Party (CCP) in October 1955. He retired in December 2003.
On 6 November 2016, he died from an illness in Shanxi, at the age of 84.
