Perry Van Bailey is a farmer who is a member of the Mississippi House of Representatives representing the 23rd district. House District 23 includes portions of Calhoun, Grenada, Lafayette, and Webster counties. He is a native of Calhoun County, Mississippi. Special legislative elections in Mississippi are officially nonpartisan, though Van Bailey stated he would serve as a Republican. Following Stepp's death in 2024 Van Bailey was elected to the same seat in a 2025 special election.
