Education
Hill was educated at Fort Street Boys High School before attending the University of Sydney, where he completed degrees in arts and law, graduating with first-class honours and receiving the university medal in law. In the early 1980s, he worked with Murray Gleeson, at the request of federal treasurer John Howard, on drafting Part IVA of the Income Tax Assessment Act 1936. This general anti-avoidance provision remains in force. He also contributed to international programs aimed at developing tax and legal systems in Thailand and China. Contemporary reports indicated that the likely cause was asphyxiation, though no definitive public explanation was immediately provided, giving rise to speculation at the time.
