Dwight Cuthbert Revire Gardiner is an Antiguan administrator, lawyer, and diplomat. He serves as the Director and Registrar General of the Antigua and Barbuda Department of Marine Services and Merchant Shipping (ADOMS) and as Antigua and Barbuda's Permanent Representative to the International Maritime Organization (IMO) and the International Seabed Authority (ISA).
Early Life and Education Gardiner was born in Parham Town, Saint Peter Parish, Antigua.
Gardiner earned an Associate of Science in Marine Technology and Marine Management in 1987 and a Bachelor of Science in Applied Technology, Marine Technology, and Business Management in 1988 from the Florida Institute of Technology. He later obtained a Master of Science in Maritime Safety Administration from the World Maritime University in 1990, followed by a Bachelor of Laws from the University of Buckingham (1996) and a Legal Education Certificate from the Hugh Wooding Law School in 1998.
Career Gardiner began his career with the Antigua and Barbuda Port Authority, serving as an apprentice and junior pilot from 1981 to 1987 before joining the Antigua and Barbuda Department of Marine Services and Merchant Shipping (ADOMS) as a marine inspector. He later served as senior deputy director and registrar of ships (1991β2003), maritime adviser to the government (2004β2009), and has been Director and Registrar General of ADOMS since 2009.
He has also held several leadership positions in international maritime organizations, including Chair of the Caribbean Memorandum of Understanding on Port State Control (2009β2018), Chair of the IMSO Advisory Committee (2019β2020) , Chair of the IMO Technical Cooperation Committee (since 2023) , and President of the 30th Session of the ISA Assembly (2025β2026). Domestically, he has chaired Antigua and Barbuda's National Ocean Governance Committee since 2017, contributing to the country's maritime governance, ocean policy, and implementation of international maritime standards.
He served as president of the Antigua and Barbuda Swimming Federation from 2014 to 2018, president of Parham Football Club from 2004 to 2009, and treasurer of the Antigua and Barbuda Football Association from 2004 to 2008. In 2024, he received an Honorary Doctor of Laws (Honoris Causa) from the Caribbean Maritime University.
