Thomas Frederick Fay (October 13, 1940 – January 31, 2020) was the chief justice of the Rhode Island Supreme Court from 1986 to 1993.

Born in Central Falls, Rhode Island, and raised in Lincoln, Rhode Island, Fay received a Juris Doctor degree from Boston University School of Law in 1965. Fay married Paulette Demers, with whom he remained for 54 years until his death, and with whom he had a daughter and a son.
