Harter (born ) is a United States Army lieutenant general who has served as the chief of the United States Army Reserve and commanding general of the United States Army Reserve Command since 1 August 2024. He most recently served as the commanding general of the 81st Readiness Division. He previously served as the deputy chief of Army Reserve.
In May 2024, Harter was nominated for promotion to lieutenant general and assignment as chief of Army Reserve.
