In the 1950s, he envisioned the modernization and expansion of AEK's stadium in Nea Filadelfeia. On 19 November 1956 an objection was filed challenging the validity of the club's election which had taken place the previous day. The first months of his tenure were satisfactory to both the supporters and the officials of the club, so when the elections were held on 13 October he was re-elected, this time as a permanent president.
During his spell Goumas expanded and modernized the stadium with the addition of two small stands and changing-room facilities, transforming it into one of the most modern stadiums of its time. With the completion of the works in late 1961, the stadium could accommodate more than 40,000 spectators. On 3 January 1962, the inauguration took place with great splendor in the friendly against Barcelona. The match was attended by the heir to the Spanish throne, Juan Carlos and his future wife, Sofia.
