Liu Xirong (; born May 20, 1942) is a Chinese politician who served as deputy secretary of the Central Commission for Discipline Inspection (CCDI), deputy secretary of the Chinese Communist Party Zhejiang Provincial Committee, Vice Governor of Zhejiang, secretary of the CCP Zhejiang Provincial Commission for Discipline Inspection, and Communist Party Secretary of Wenzhou. He was also vice chairman of the Law Committee of the National People's Congress during the 11th National People's Congress.
Biography
Liu was born in Shanghai on May 20, 1942, while his ancestral home is Ruijin, Jiangxi. He was the son of the Communist revolutionary Liu Ying, who served as secretary of the CCP Zhejiang Provincial Committee and was executed by the Kuomintang in 1942. Following his father's death, Liu, together with his mother and elder sister, was transferred to Nanjing through the efforts of the CCP underground organization, where he spent his childhood and received his primary education.
In 1963, Liu entered Zhejiang Agricultural University, majoring in sericulture. He joined the Chinese Communist Party in September 1965 and began his professional career after graduating in 1967. He initially worked in the Agricultural Bureau of Anji County and later in the Zhejiang Provincial Rural Work Office. In 1978, he became deputy director of the Secretariat of the Provincial Rural Work Office, and in 1981 was appointed deputy director of the Zhejiang Provincial Policy Research Office.
Between 1981 and 1991, Liu held a series of leadership positions in Wenzhou, serving successively as member of the Standing Committee of the CCP Wenzhou Municipal Committee, secretary-general of the municipal committee, vice mayor, deputy Party secretary, mayor, and ultimately Communist Party Secretary of Wenzhou. During his tenure, Wenzhou became one of China's most dynamic centers of private enterprise and market-oriented reform during the early years of the reform and opening-up.
In June 1991, Liu was appointed secretary of the Zhejiang Provincial Commission for Discipline Inspection and became a member of the Standing Committee of the Chinese Communist Party Zhejiang Provincial Committee. In January 1993, he concurrently became Vice Governor of Zhejiang. In November 1998, he was promoted to deputy secretary of the Zhejiang Provincial Committee while continuing to oversee provincial disciplinary affairs.
In January 2000, Liu was transferred to Beijing to serve as deputy secretary of the Central Commission for Discipline Inspection, where he participated in the Party's national anti-corruption and disciplinary work. He remained in the post until 2007.
In March 2008, Liu was elected vice chairman of the Law Committee of the 11th National People's Congress. He was also a delegate to the 17th National Congress of the Chinese Communist Party.
Personal life
Liu is the son of Liu Ying (1905–1942), a senior Chinese Communist Party leader and one of the principal founders of the revolutionary base area in southwestern Zhejiang.
