Kim was first elected to the National Assembly in 2004, which she left to become the head of the Internet and Security Agency. She served as head of the agency from 2009 to 2010. She was reelected to the National Assembly in 2012, which she left in 2014 to become the Minister of Gender Equality and Family. Kim was reelected to the National Assembly in 2024. Kim is part of the World Economic Forum's Task Force on Gender Parity and Empowerment of Women.
