Political career A member of the Liberal Party, Labarca Moreno served as municipal councillor (*regidor*) of Osorno and later as mayor of the city between 1938 and 1941.

In the 1941 parliamentary elections, he was elected Deputy for the Osorno and Río Negro constituency.
