About Jiang Chenghua

Jiang Chenghua (; born March 1977) is a Chinese politician and trade official who has served as a Vice Minister of Commerce since July 2026. He is a member of the Chinese Communist Party and holds a Doctor of Laws degree. Before becoming vice minister, he served as Deputy Representative for International Trade Negotiations at the Ministry of Commerce, with ministerial-level rank. He has worked extensively on international trade law, investment law, and export controls.

Biography

Jiang joined the Chinese Communist Party in April 2002 and began his professional career in the same year. He worked in the Ministry of Commerce's Department of Treaty and Law, where he successively served in positions including an officer, deputy principal staff member and principal staff member in the World Trade Organization Legal Division. He later served as deputy director and director of the Investment Law Division before becoming deputy director-general of the department. His work focused primarily on international trade and investment law.

In May 2021, Jiang was appointed director of the Ministry of Commerce's Department of Industrial Security and Import and Export Control. In this position, he was responsible for matters relating to industrial security and import and export controls. His experience in export control policy subsequently became an important part of his work on international trade issues. Reuters described him as a trade lawyer and export-controls expert and noted his previous involvement in negotiations concerning the proposed China–United States Bilateral Investment Treaty.

Jiang was elected as a delegate to the 19th National Congress of the Chinese Communist Party and later became a member of the National People's Congress Foreign Affairs Committee during the 14th National People's Congress. On January 12, 2026, the State Council appointed him Deputy Representative for International Trade Negotiations at the Ministry of Commerce, with ministerial-level rank.

In this capacity, Jiang participated in a number of international economic and trade activities. In 2026, he represented the Ministry of Commerce in meetings with foreign government officials and international organizations, including discussions concerning trade and economic relations with Brazil, the European Union, and Canada.

On July 31, 2026, the State Council appointed Jiang as Vice Minister of Commerce and removed him from the position of Deputy Representative for International Trade Negotiations.
